
Wang, Charles Xiaoxue (Ph.D.)
Dr. Charles Xiaoxue Wang is the Interim Dean and a professor of Learning Design & Technology at the College of Education, ĢTV (ĢTV). He has a Ph.D. in Instructional Systems from Pennsylvania State University and an M.Ed. in Teaching English to Speakers of Other Languages (TESOL) from the University of Manchester in the UK. As an educator, his professional mission is to promote educational innovation for the full development of students, to promote scientific and innovative uses of educational technology for learning and instruction, and to enrich and enhance student learning through administrative work, teaching, research, and professional service. Dr. Wang has also served as Associate Dean and Department Chair at ĢTV.
As a professor, he has taught a range of undergraduate and graduate courses in educational technology. His research interests include instructional design, synchronous communication technology, and virtual reality applied to online learning, instruction, collaboration, and academic advising. He has published over 70 peer-reviewed journal articles, three books, and over 50 book chapters and proceedings papers. He developed the CAFE instructional model during the COVID-19 pandemic to assist school teachers in teaching remotely worldwide.
Dr. Wang is a leader in his field. He has served on the Board of Directors and on the Executive Board for the Association for Educational Communications and Technology (AECT), one of the largest international professional organizations in educational technology. Currently, he serves as an inaugural member of AECT’s Center of Excellence for Event Planning, where he is the Publishing Summit Lead. He also served on the editorial board and as the Column Editor and Editor-in-Chief for many well-respected scholarly journals, including “Educational Technology Research & Development (ETR&D),” “TechTrends,” “Journal of Formative Design in Learning,” “International Journal of Virtual Technology and Multimedia,” and “Global Lifelong Learning.” His leadership and professional contributions have been recognized by AECT twice with its Distinguished Service Award (2009 & 2020) and International Contribution Award (2012 & 2020). Dr. Wang also received the R. W. “Buddy” Burniske Award in 2018 and the Presidential Award in 2019 from AECT. At ĢTV, he is the recipient of the President’s Award for Exemplary Online Teaching (2023 – 2024) and the Chair Excellence Award (2025-2026).
